Costa Rica Fishing License: Do You Need One?

Yes. To fish legally from a boat in Costa Rica, every individual angler must hold a valid license issued by INCOPESCA (Instituto Costarricense de Pesca y Acuicultura). This is the national fisheries authority that regulates all recreational and commercial fishing in the country.

Important: The boat's commercial fishing license does NOT cover individual passengers. Each person who holds a rod needs their own personal license.

2026 License Costs (USD)

Duration Cost (USD) Best For
1-8 Days $15-$17 Most popular for tourists
30 Days $28-$30 Extended vacations
Annual $50-$57 Frequent visitors / residents

Prices may vary slightly based on exchange rates and processing fees.

How to Purchase Your License

Option 1: Online (Recommended)

Purchase directly through the official INCOPESCA online portal. We recommend doing this 48 hours before your trip, as the government website can sometimes be slow or experience downtime.

Steps:

  1. Visit the INCOPESCA website
  2. Select "Licencia de Pesca Deportiva" (Sportfishing License)
  3. Fill in your personal information (passport number required)
  4. Pay with credit card
  5. Download and save your digital license to your phone

Pro Tip: Take a screenshot of your license confirmation. Cell service can be spotty at sea, and you may need to show it offline.

Option 2: In Person

You can purchase licenses at:

  • Major marina offices (Marina Flamingo, Marina Papagayo)
  • Some fishing charter offices
  • INCOPESCA regional offices

Having a digital copy on your phone is usually sufficient if checked by the Port Captain or fisheries inspector (locally known as the "Fish Cop").

What Does the License Cover?

Your INCOPESCA sportfishing license allows you to:

  • Fish from a licensed charter boat in Costa Rica's territorial waters
  • Keep legal catch limits of edible species (tuna, mahi-mahi, snapper, etc.)
  • Practice catch and release for billfish and protected species

Important Regulations to Know

Catch and Release Requirements

  • All billfish (marlin, sailfish) must be released
  • Roosterfish: catch and release is strongly encouraged
  • Shark species: many are protected; check current regulations

Bag Limits

  • Bag limits vary by species and are set by INCOPESCA
  • Your captain will know the current limits and ensure compliance
  • Generally: 2 fish per person per day for most species

Exemptions

  • Children under 12 may be exempt or have reduced rates (check current rules)
  • Shore and pier fishing may have different license requirements
  • Observation only: if you're on the boat but not fishing, no license needed

Do Charter Companies Handle This?

Some charter companies include the license in their package price. At Coyote Sport Fishing, we help coordinate license purchases and can walk you through the process before your trip. Ask us when booking and we'll make sure you're covered.

Penalties for Fishing Without a License

Fishing without a valid INCOPESCA license can result in:

  • Fines ranging from $200-$500+
  • Confiscation of fishing equipment
  • Potential legal complications

It's not worth the risk. The license costs less than a nice lunch and takes minutes to obtain.

Quick Checklist Before Your Trip

  • Purchase INCOPESCA license online (48 hours in advance)
  • Save digital copy / screenshot to your phone
  • Bring passport or passport copy (license is tied to your ID)
  • Confirm with your charter company if license is included
  • Review current bag limits with your captain
