Costa Rica Fishing License: Do You Need One?
Yes. To fish legally from a boat in Costa Rica, every individual angler must hold a valid license issued by INCOPESCA (Instituto Costarricense de Pesca y Acuicultura). This is the national fisheries authority that regulates all recreational and commercial fishing in the country.
Important: The boat's commercial fishing license does NOT cover individual passengers. Each person who holds a rod needs their own personal license.

How to Purchase Your License
Option 1: Online (Recommended)
Purchase directly through the official INCOPESCA online portal. We recommend doing this 48 hours before your trip, as the government website can sometimes be slow or experience downtime.
Steps:
- Visit the INCOPESCA website
- Select "Licencia de Pesca Deportiva" (Sportfishing License)
- Fill in your personal information (passport number required)
- Pay with credit card
- Download and save your digital license to your phone
Pro Tip: Take a screenshot of your license confirmation. Cell service can be spotty at sea, and you may need to show it offline.
Option 2: In Person
You can purchase licenses at:
- Major marina offices (Marina Flamingo, Marina Papagayo)
- Some fishing charter offices
- INCOPESCA regional offices
Having a digital copy on your phone is usually sufficient if checked by the Port Captain or fisheries inspector (locally known as the "Fish Cop").
What Does the License Cover?
Your INCOPESCA sportfishing license allows you to:
- Fish from a licensed charter boat in Costa Rica's territorial waters
- Keep legal catch limits of edible species (tuna, mahi-mahi, snapper, etc.)
- Practice catch and release for billfish and protected species
